You are confusing everyone.

JavaSVN (Pure Java) does not support Subversion 1.4 yet.
JavaHL (JNI) does, provided that you get the 1.4 DLL's from Subversion
project and install them yourself. Or, if you are on Linux or OS X, you
already get your JavaH: binaries yourself anyway.

Subclipse does not provide any option that uses the Subversion command
line (svn.exe). JavaHL uses the same libraries as the command line.
