Hi Joel,

Subclipse is using the 1.3 version dll's of subversion, while tortoise
is using subversion 1.4. So the repository you've created cannot be
access by subclipse. You can either create the repository with the 1.3
client or update the subclipse dll's. There have been some threads in
the last few weeks describing how you could do that, so search the
archives for that.
