It isn't that big of a deal. It actually probably provides better
compatability because it lets the Eclipse versioning and dependencies be
used. It definitely provides flexibility. We could easily have a JavaHL
1.3 and 1.4 plugin you could download and then choose the one you want in
your preferences -- as an example.

We cannot include JavaSVN as part of our project at Eclipse.org, because
of licensing issues. So this would allow users to still use it. They
just could not get it from Eclipse.org as part of the main install. For
Subclipse, I'd likely host the download until and unless Alex wanted to
provide it himself from Tmate.org.
