The problem is not the total size of the repository, it is the total size
of a single commit. Break up your initial import into < 2 GB chunks and
you will be fine.

Apache 2.2 is not really an option on Windows right now as you have no
easy way to obtain the Subversion mod_dav_svn module for that version.
