So I assume you mean that in the TortoiseSVN Network settings page you
entered the Proxy information? You'd be better off posting to the
users@tortoisesvn.tigris.org mailing list as there will be a wider group
of users to answer the questions. I'd suggest you include info about your
Proxy server (if possible).

You have to get the Proxy configured. Since you are using a Proxy, you
should also not rule out the possibility that the Proxy is configured to
block all HTTP methods except for GET/POST.
