The only way it would skip that step would be if it headed down this path:

http://svn.collab.net/subclipse/help/index.jsp?topic=/org.tigris.subversion.subclipse.doc/html/gettingstarted/share-existing.html

Which would happen if it detected .svn metadata folders. In that scenario
you would not get the page to select the repository connection either.
There are no conditions in the wizard that cause it to skip that page.
