Project Sets are an Eclipse feature. Team providers just need to plugin
their support. Essentially, you would checkout the projects into your
workspace that you want people to checkout. Then select those projects
and use File -> Export and take the Team Project Set option. This will
create a small XML file with a .psf extension.

You would make this file available for download by users. They then do
File -> Import and take the Team Project Set option and supply the file.
It then starts a process to checkout those projects.

I'd imagine there is a better explanation in the Eclipse help since it is
an Eclipse feature.
