If I had to guess, which I suppose I have to, I would say you are using the
svn:// protocol and you have not edited the svnserve.conf file in your
repository. When you created the repository using svnadmin create, it
created a "conf" folder in your repository structure. Inside that folder
is a file named svnserve.conf which is how you define access to the
repository.
