check out the manual for tortoiseSVN
http://tortoisesvn.sourceforge.net/docs/nightly/TortoiseSVN_en.pdf
The manual has a good description of how to set up a repository served up
through apache, read chapters 3 & 4.
BTW, tortoiseSVN is an excellent SVN tool.
