Karl's last post to that thread[0] made it pretty clear that he doesn't
want any RCs distributed through packaging systems, regardless of
whether or not it's a signed official RC. However, making the next
release only available through a separate update site (perhaps with
"13rc" in the URL?) should be adequate for Subclipse.
