Your client adapter (JavaHL or JavaSVN) is responsible for this. I am not
sure if JavaSVN is compatible with the encrypted Subversion passwords on
Windows either. So it could be that you use something like TortoiseSVN or
the Subversion client and get an encrypted password that JavaSVN cannot
handle. Just speculating.

You should also mention the URL type you are using. http(s):// svn://
svn+ssh://
