Well, it seems you're almost there... just a few tips (sorry if some
of them are too basic):
1. I use a registry file in order to redefine the ssh tunnel for all
users in the same Windows machine, and set some other options, like
auto property setting. I can send it if required.
2. Check with command line / TortoiseSVN that everything SSH related
is working before trying in Eclipse... sometimes you'll get much more
meaningful error messages.
3. Even better, check with putty that SSH public key authentication is
working before trying anything else.
