The Eclipse CVS client also uses this library so that must have the same
issue.

I re-read Russel's message and he does seem to be pretty clearly stating
that he is using JavaSVN and an ssh-agent, so perhaps it does work?

Finally, I do not understand the difficulty in getting JavaHL. I have
always found that Debian, particularly Ubuntu, to be just about the
easiest distro to get JavaHL running.
