This was all hashed over very thoroughly on the TortoiseSVN mailing list.
It is not inconsistent with the command line. The dialog passes through
the values shown in the dialog, exactly as they are entered. If you enter
21:HEAD that is what is passed. The only difference is that in the
"revision picker" (which the CLI does not have) we take your choices and
convert them to the proper value you would need to enter to get those
revisions. It is fine that you do not think it is intuitive. Plenty of
command line users find the N-1 syntax non-intuitive as well. You'll
adjust.
