All communications with the repository is handled by the adapter (JavaHL
or JavaSVN). They each have their own way of configuring this
information. For JavaHL (Subversion) I believe there has been some talk
of using some different Windows API's so that it could just automatically
pick up your proxy configuration from Windows. If there are specific
changes you would like to see in how the proxy is handled you should bring
it up either on the Subversion users@ list or to tmate.org depending on
whether you use JavaHL or JavaSVN.
