First off, I believe you need to be using JavaHL (not JavaSVN) because you
have a 1.0 server and JavaSVN requires a 1.1 server as the minimum.

Second, the Subversion SSH settings are not stored in svnserve.conf (that
is a file on your server). They are stored in the home folder on your PC.
Which also means that it should be protected from other developers.

Finally, I do not understand why the config works for one server and not
the other. It seems that it is as Alexander suggested that you have
invalid cached credentials for the second server. This cache is not in
Subclipse, it is in Subversion, which stores it in your home folder. See
