Yes.

If you want to have the Subversion 1.2.3 version of JavaHL, then you would
need to download and install that package from Metissian when it is
posted.

The order you do it should not matter. Subclipse should work fine with
any version of JavaHL 1.2.x.

Also, this release now includes JavaSVN, so you could try using that as
your adapter on OS X.
