Are you really using version 0.9.3.3? If so, that is the version for
Eclipse 2.x. You should be using version 0.9.31.

As for the other issues, Subversion does not even have a checkout option
like that. See:

There is a bit of an exception. In Subversion 1.2, if you set a property
named svn:needs-lock on a file on your repository, then when it is checked
out, Subversion makes it read only until you run the lock option.
