There is no single answer. Someone (search the archives) has Debian
packages available. The answer is different for every distro, but
generally you build from source. There are basic instructions on our
homepage, but they need to be expanded. Search the archives of this list
for a lot of good explanations.

One thing to keep in kind is that JavaHL is part of Subversion, so you are
building Subversion, and just enabling the JavaHL option in the build so
that it also builds that library.
