By not starting up, do you mean it is deadlocked, or errors?
If you are getting errors, could you run eclipse with -consoleLog and
see what shows up?
If it is just not starting up run with -consoleLog and press ctrl+break
in the console after eclipse stops responding.

There is currently no way to stop an SVN operation while it is talking
to the server. Javahl has support for this, but we do not currently use it.

Try clearing your workspace metadata (.metadata) before startup. You
will loose all projects, but you should be able to import them back in.
