Try switching to the command line adapter to do the commit. A fix for
this in JavaHL exists on trunk and has been proposed for backport into
Subversion 1.1.4.

Until Subversion 1.1, svn required that you escape spaces in URL's.
Auto-escaping was added in 1.1 but was done at a layer in the code that
JavaHL did not pick up automatically. As long as you have a 1.1 command
line client, you ought to be able to do this.
