That is called JavaSVN. It is not currently part of Subclipse. They have
instructions for how to drop it into Subclipse and emulate JavaHL so that
Subclipse can use it.

You can see all of this in the preferences. Team -> SVN. Note, that if
you want to use JavaSVN you need to follow their instructions and then
configure Subclipse to use JavaHL.
