That would make sense because we have to use Cisco VPN to connect to the
networks at the client. I solved the problem using the javasvn.jar and
their svnClientAdapter.jar.

I have had that problem with Subclipse. Turned out to be caused by
Cisco
VPN client installed an old version of OpenSSL DLL's into
\Windows\System32.
