It is whispered that Bill Wohler was heard, on or about 12/14/04 02:35 to say:

It should (I believe) normally be included with the subversion install, but it isn't part of the ./configure,make,install routine, you need to compile it separately like the swig bindings so some packagers might not include it. I have 0 experience with debian, perhaps contacting the maintainer would bear fruit.
