On Windows we include JavaHL, so generally there are not any problems.
However, TortoiseSVN ships the same dependencies, but compiled
differently, and can cause conflicts. The latest nightly builds of
TortoiseSVN have fixed this. If you can install one of those, it will
probably fix your problems.
