I don't understand. You said in a previous message that you understood
all of the JavaHL stuff, and I assume you do. For JavaHL to work, it has
to be able to find the library. You have to get the library from the same
place you get Subversion CLI. Then, at worst, you might just need to do
something so that the library is on the search path.
