Alright -- there's some progress. Those dlls are now in my path and the
*javahl* implementation of svnant is working like a champ. The command
line version (javahl="false") still throws the error, but I can live
with that.

It might be worth making it clear in the readme.txt that makeDistrib
generates that those dll's go in the path -- something like

"To install svnant, copy the JAR files in the \lib directory to ANT's
\lib directory. Windows users should make sure all of the dll files are
in their path"
