I think the win32 issues may be caused by a change in the win32 javahl
builds (i.e. they don't sound too static given the errors about
missing libapr). if we dropped the javahl plugin and relied on the
user to get javahl themselves, this wouldn't be an issue. I can't
verify this though (no windows here).

Yup. For now, we are still shipping the win32 dlls.
