i can only speak to the 3.0 branch, but merge/compare support there (in
the api merge and compare are joined at the hip), will not exist until
some time after the developer documentation is finished (currently the
docs are about a third done).

as always, patches are welcome :)

a look at the subclipse commit logs shows ongoing development. i don't
believe there is anyone getting paid, though there are rumors of
collab.net being very interested in seeing this project completed (as
is the eclipse team at ibm).

the website is out of date, i believe latest windows builds are on 1.0,
linux/osx is up to 1.0.1. I make 3.0 releases quite regularly, and try
to track svn releases closely.

This is only my point of view, Cedric (or other 2.1 developers) can
fill in more detail.
