Yes, it is even almost implemented.
But to work efficiently, a bug in subversion needs to be corrected ("svn
cat -r BASE" actually contacts the remote repository, this is not really
efficient).
A patch seems to have been proposed concerning this bug.

Could you add an issue on
http://subclipse.tigris.org/servlets/ProjectIssues just to make us
remember to finish that when the bug will be corrected?
