Hi Mark,
This will solve my first problem but I think the semantics are somewhat
confusing.

- SVNProviderPlugin.createSVNClient() now calls
SVNClientManager.getSVNClient() to get the cached instance.
- SVNRepositoryLocation.getSVNClient() calls
SVNProviderPlugin.createSVNClient().
