[Subclipse-dev] [Patch] Improvement for SyncFileChangeListener

Currently, SyncFileChangeListener processes changes for all projects even if they are
not managed by subclipse.

This should not cause any problems but it is a waste of resources and processing time.

In addition, it seems to fix the long build time that Mark has observed during his test of
the 'Improvements for nested projects'.
