Subclipse change log

I had to move this to the www project so that it could be viewable on our
web site without requiring authentication. It is in a folder named
"subclipse" so that it can be pulled into other projects via
svn:externals.

I currently pull it into the UI plugin so that it can be in the online
help as well as the feature so that is available with the More Info button
during an install.
