Subclipse Changelog

Potentially looking for some feedback before I commit this.

I want to establish a master changelog for Subclipse. I am proposing that
we do it in HTML as opposed to text so that we can add links to our issue
tracker and just provide a bit of formatting.

I plan on committing it to the "feature-plugin" project since it applies
to all aspects of Subclipse.

The online help from UI plugin can include it in the TOC and display it in
the help system.

We can link to the file in our repository from our web site and also in
announcements.

Ideally, committers would maintain the file as part of committing the
changes, but I would certainly check and cleanup the file as necessary
prior to making a release.

I am attaching what I have so far. I have tried to make the file simple
and self-contained. Also, I have info about the next release included.
