I could add a issue but with no patch saying I'm working on it?

Yes this is only for 3.1, but I would be glad to support < 3.1 if
someone has a good way of discovering newly created projects in 3.0.

Otherwise it should be backwards compatible with 3.0 in the sence that
it shouldn't break anything if used in 3.0.
