I guess your desire for the update site is so you can have a local update
site?

We have the same here since we don't have net access at work so I have
created a local update site.

I use the standalone update facility provided by eclipse which allows you to
merge a remote update site into a local one.
Then I just transfer the updated local update site to our network via my USB
key.

You can get the specific command from the eclipse site, just google for
"eclipse standalone update" and find the "merge" specifics.
