I would recommend providing a zipped copy of the update site and then
having users perform the install from a "local update site". A user can
do this themselves by manually downloading each of the files but it would
be easier if the update site were provided in an archive.

I would not recommend going back to the method of providing a zip of the
plugin itself. That is definitely not the way you are supposed to deliver
plugins.
