i don't build the windows binaries, so I can't say what the
svnjavahl.dll was built against.

i actually meant client libs. if you can do it with tortoise, you have
ssl compiled into your framework methinks.

If i recall, at least one other person has verified the m4 windows
builds work with ssl.
