Log:
Resolve contradictions as to how tie-breaks are resolved for the
election of a President.

Review by: rooneg

* bylaws.html
  (III-14-D-i): Reference section V-1-B (election of a President),
    so that the "all other voting matters" clause in II-14-D-ii
    doesn't apply, which conflicts with V-1-B and would require a
    pre-existing President in order to resolve a tie-break.
  (V-1-B): Use the existing tie-break rules in III-14-D-i to resolve
    tie-breaks for the election of a President, additionally
    incorporating seniority as defined by CVS commit dates.
