I'd like to get this in. The local-move/incoming-edit stuff is not a
huge task, I think we could get it working before the end of the year.

Reinstate neon? serf has never seemed to be good enough to justify
removing neon: on the client side it is not as reliable, on the server
side the overhead in some cases is still worrying.
