Is there a particular reason these new commit notices are going to
dev@ and not to commits@?

I realize that I might be stumbling into a bikeshed - however, I don't
recall seeing a conversation as to why we want these on dev@ or really
even seeing these notices for a release before. (My take is that the
people interested in following commit traffic are also going to be
interested in release preps/sigs too; and the less traffic on dev@,
the better, IMO.) -- justin
