I won't pretend to speak on behalf of those who've voiced concerns about
this bug, but I wonder if the perceived gravity here is due to extra
sensitivity about the 'upgrade' command as the very first thing users will
try to do with Subversion 1.7. Well, the second thing, after they try to
run 'svn update' and get an error message telling them to upgrade. ;-)
