It's the same issue, but tortoise is not the same as The Subversion.
Tortoise has implemented its feature in the least repository-invasive way.

I intend to establish a different fix to the same problem, because
changelists do not cover all the use cases. I recall having described those
in detail pretty recently in this thread :)

My vision of this feature is still on a branch. But if it were accepted and
released one day, tortoise's way would still work in tortoise, as always,
unless the tortoise developers choose to change that.

"My way" here will probably also work on top of that for free, and tortoise
devs will have all the freedom to choose what to do with it.

*If* it were released one day.
