Yes, Bert said as much. The issue was that Ivan asked him not to
commit until he examined the problem in more detail.

BTW, Bert, Ivan indicated the Neon problem happens if you add the
directive "SVNAllowBulkUpdates off" to the server. This makes Neon
behave like Serf in terms of doing a GET for each file.
