I understand the -deps package is a time of the past.
However configure and INSTALL are telling me that I can get a -deps
package.

configure output:

checking sqlite library version (via header)... unsupported SQLite version
no

An appropriate version of sqlite could not be found. We recommmend
3.7.6.3, but require at least 3.6.18.
Please either install a newer sqlite on this system

or

get the sqlite 3.7.6.3 amalgamation from:
    http://www.sqlite.org/sqlite-amalgamation-3.7.6.3.tar.gz
unpack the archive using tar/gunzip and copy sqlite3.c from the
resulting directory to:
/Users/barry/Work/subversion-1.7.0-alpha2/sqlite-amalgamation/sqlite3.c
This file also ships as part of the subversion-deps distribution.

configure: error: Subversion requires SQLite

INSTALL quote

        | For convenience, we still offer a "deps" distribution too, |
        | containing APR, APR-UTIL, and various other dependencies. |
        | The deps dist used to contain APR[-UTIL] 0.9.x, but as of |
        | 1.5.0 we are finally upgrading it to APR[-UTIL] 1.X. This |
        | is because we think by now there are very few systems that |
        | will have binary compatibility issues, and of those, few are |
        | likely to build using the "deps" dist. |
