Issue 3930 - Subversion, libtool, APR, and all the junk in-between

From: C. Michael Pilato <cmpilato_at_collab.net>

Issue #3930 [1] ("build system assumes that APR libtool supports C++") is
marked as a 1.7.0 blocker, but is currently being held up by difference of
opinions about the correct path forward. The complaint involves some code
that was removed from the codebase some time ago. We have no record as to
why the code was removed other than some vague statements about "breakage".
Meanwhile, we appear to have documented breakage that was actually *caused*
by the removal. The details are in the issue, but discussion about them
needs to happen here.

Fighters, to your marks. Bow. Begin!
