I built it myself from ftp://ftp.ruby-lang.org/pub/ruby/1.8/ruby-1.8.7-p299.zip

I also have this patch applied to reflect my particular setup (BDB

Not sure if this is a known issue on Win 7 or not, but I also need to
run the command prompt as an administrator or svnserve won't start:
