We build and include the bindings ourselves and have been including
them in the CollabNet Subversion server binaries since 1.5.0 came out.
 We just do not provide a specific download for just the bindings.

The bindings are built as part of Subversion's build system. It can
be a little tricky to get it all setup on Windows the first time but
it is far from impossible.
