Dumping from a flat FS

Actually is not possible to add files maintaining their original timestamp on repository: every file assumes commit time when it is added.
This is possible using a dump file, assuming a commit for every different timestamp of files.
Should be nice, starting from a directory tree, to have a tool that gets original files timestamp and creates a dump file containing files with original TS.
There is a tool that does it?
