This breaks every historical link to these things, which I'm not sure is
what we had in mind.

Certainly we want to have a copy of these files on archives.apache.org (so
that that becomes The Place To Get Old Subversion Releases going forward),
but I don't want us to penalize folks who Google for old releases, following
links in announcement mails and the likes, and wind up with a giant 404.
It's just an unnecessary inconvenience for them (with no practical benefit
to us either).
